The Lower Sesan 2 Hydropower Plant in Cambodia

The Lower Sesan 2 Hydropower Plant (the “Plant”) had all its units put into commercial operation on October 21, 2018, and the completion and commissioning ceremony for the project took place on December 17, 2018. At the event, Hun Sen, the then Prime Minister of Cambodia, praised the Plant as an exemplary project of energy cooperation between China and Cambodia, and the Cambodian media hailed it as a symbol of Cambodia’s “energy independence”. During the construction of the Plant, a significant milestone was achieved in the form of the largest-scale hydropower resettlement project in Cambodian history, involving the relocation of 840 households and 3,690 people. China Huaneng introduced the management experience of “China's Approach to Poverty Alleviation”, which greatly improved the production and living conditions of residents in the reservoir area and realized the common development of hydropower resettlement and poverty alleviation.
