THE 2022 EXCHANGE PROJECT OF THE CHINA-ASEAN CLEAN ENERGY CAPACITY BUILDING PROGRAMME (SITE VISIT)

On December 15-16, 2022, under the support and guidance of China Society for Hydropower Engineering, ESCIR, China Renewable Energy Engineering Institute and Ministry of Mines and Energy of Cambodia and ASEAN Centre for Energy conventionally carried out the 2022 Exchange Project of the China-ASEAN Clean Energy Capacity Building Programme in Stung Treng Province, Cambodia. Officials from ASEAN energy authorities, representatives from the MRC Secretariat, and technical experts from PLN visited Lower Sesan II Hydropower Dam, and exchanged on policies, standards and sustainable development prospects for hydropower development in ASEAN.

After the exchange workshop, the ASEAN delegation visited the resettlement village of Lower Sesan II Hydropower Dam. The resettlement plan for Lower Sesan II Hydropower Dam was implemented after approval by the Cambodian government. It involves a total of 6 villages in Sesan district of Stung Treng Province, 4 of which were entirely relocated, with a total of 840 households and 3690 people. Three resettlement sites have been established, namely the first resettlement site (Sesnok village), the second resettlement site (Kbal Romeas village), and the right-bank resettlement site (Srekor village). The delegation visited the right-bank resettlement site (Srekor village), which is also the largest immigrant village. The resettlement site has built water wells, roads, and power transmission lines, making water and electricity accessible. Other public infrastructure including schools and hospitals were also constructed, greatly improving local living conditions. Through the all-round visit and exchanges with resettled villagers, the delegation gained a deeper understanding of the living conditions of local villagers.
