On October 26, 2023, during the Singapore International Energy Week (SIEW), ESCIR was invited by the Energy Market Authority of Singapore (EMA) to support and participate in the Think Tank Roundtable Dialogue. The theme of the Dialogue was "New Type of Power System Enabling a highly Efficient, Safe and Low-Carbon Energy Future - Insights from China and ASEAN". Experts from China, ASEAN and the international arena had an in-depth exchange of views on emerging technologies, innovative policy tools, policy regulation and market design. Chairman Gu Hongbin delivered the opening remark; Secretary General Zhang Muzi participated in the panel discussion; Member Xue Lianfang delivered a keynote speech.
Gu Hongbin said in his opening remarks that think tanks, as a source of support for policy decision-making, can provide wisdom support for the power system to achieve cross-industry, cross-sectoral synergistic transition and development, and the comprehensive low-carbon transition of various industries' energy use.
In the discussion, Zhang Muzi shared China's experience on how the transmission and distribution pricing mechanism and grid investment planning and management can be better adapted to the building of a new power system, citing the example of how electricity pricing mechanism promotes China's pumped storage development.
Xue Lianfang shared China's experience in building a new power system in China by using the upper reaches of the Yellow River as an example of how hydropower can be used as an adjustable power source to compensate for the regulation of new energy generation in hybrid power system, focusing on the "Prospects of Hydropower Development in Building New Type of Power System by Leveraging Regional Resources".
Participants of the Think Tank Dialogue responded positively and discussed enthusiastically. After the meeting, the Energy Market Authority of Singapore (EMA) thanked ESCIR for the support to SIEW and highly praised the Chinese experience and wisdom shared by the ESCIR.
